CD Drive Not Showing in Vista: Registry Issue?

I'm trying to fix a Dell 530S PC with a non-working DVD drive. The drive is showing Error Code 39 in Device Manager. Uninstalling and reinstalling doesn't help.
Error 39 is normally indicate of a Registry glitch, which I have solved in the past with the removal of the upper and lower filters via regedit. However the difference with this is that the drive doesn't show up at all in 'Computer'-only in Device Manager.
Is an Error Code 39 confirmation that it's still a registry problem and not a driver issue or hardware failure?
If it is a hardware failure, does the 530S (the slimline model) use a standard internal drive, or is it a special slimline Dell part?
No free lunch, and no free laptop ;)

    I had this on an XP machine and this cured it although took a couple attempts and reboots

    I think there's also an MS 'fixit' download to cure this but it didn't work for me. Deleting the registry entries did solve it.

    Looks like the 530S takes a standard 5.25" sized DVD drive in case that's the actual fault. Whenever I've had a faulty DVD or CD rom drive I've never had it show an error code, windows still detects it but it just wouldn't read discs.
