pva is a waterbased and is Polyvinyl Acetate (i think!)
From the dulux trade info sheet on stabilising solution..............
Typical Use Weathershield Stabilising Primer is a solvent-based primer specially formulated to seal
unstable areas which remain powdery and chalky after the surface has been thoroughly
prepared for painting with Weathershield Masonry Paints. It should not be used as a
general purpose sealer on normal or sound surfaces (e.g. not powdery and chalky after the
surface has been thoroughly prepared). New or sound bare surfaces should only be sealed
with a thinned first coat of the masonry paint itself.
Before preparing any surface for painting, read the Safety, Health & Environmental
information on page 2 about old lead-based paints.
Pack Size 2.5 & 5 Litre.
Colour Range Clear
Pigment: N/A
Binder: Oleoresin.Composition (nominal)
Solvent: White Spirit.
Volume Solids 14% (nominal).
Pva is waterbased, stabilising solution is solvent based............and thats just for starters, how you could even think the two 'look and feel then same' is beyond mego on, adopt a greyhound

Thank you for your constructing comments [not]
I never disagreed with you but you seem to have some problem with what I say
When I was in the trade centre a decorator and a member of staff said it was okay to use it as a stablishing solution. So I did, and it works.
So to Op you decide what to do, hope it works out for youExacty why its not worth continuing with this if you cant accept the facts0 -
Thanks for both of your comments. As a beginner I was just not sure so I rang sandtex helpline, and took advise from some others. It looks as if Handyman is right, and not to use PVA, so I have bought Sandtex stabilising solutution.0
