Whats the real cost of Biomass Heating

Hi I am looking for information on the actual running costs of a hopper fed biomass heating system.
I live in a 3 bed end of terrace house which currently has an open Coal Fire with back boiler, which does the hot water and heating.
Local Council want to fit biomass system and take fire away altogether due to horrendous blow backs, but thats another story.
I have been told that a usage of about 4 tonnes a year is normal by local council but from what we can find online the usage of wood pellets would be double this and a £250 per tonne from local suppliers this does not seem the most economical way to go.
Does anybody have this system installed and how have you found the running costs to be compared to your previous system.
Ps We are in the Scottish Highlands so heating on 90% of the year.

4 tonnes of pellets at 90% efficiency should produce 17,280 kWh per year which is slightly more than the average households annual energy usage so I doubt that you would require twice that.0
