Sky blocking change of provider due to arrears, can they do this?

Nevertheless if you do change provider then the whole debt/arrears will become due in one hit.No free lunch, and no free laptop0

Thanks all for the advice, I'll look into it some more .
As for Matty, I'm not simply running away! I'm paying the debt back but still owe some arrears. I asked them to cancel to avoid running up a huge bill, what I felt was the sensible thing.

A1.11 (Annexe 1 to General Condition 22) sets out the only circumstances in which a MAC can be refused.
22.1 (b) of General Condition 22 requires providers to comply with the migration principles where the MAC process doesn't apply.
1.14 of Ofcom's article "Broadband migrations: enabling consumer choice" (see my earlier links) states:
This isn't about a MAC, it's about the telephone line. They have to give a MAC, but they don't have to give up the telephone line.0 -
Most Sky Broadband customers are on LLU/Sky Voice & Broadband Network (SVBN).
As I see it, the only way that Sky can release the broadband as required to do by the Ofcom General Condition 22 is to release the landline, as the customer cannot obtain an alternative broadband provider on Sky's LLU network.
I concede that I haven't yet found specific guidance by Ofcom covering "debt blocking" of landlines (I'm still looking!), so unless anybody can point to a definitive answer, MrsRM might want to consider asking Ofcom directly?

Is this correct? I'm actually in thus situation, just moved into a property and previous tenants arnt paying sky but haven't cancelled account either and sky told me showing them my tenancy agreement won't help they still won't release the line!
Thankfully someone on here has told me I can go with anither company and get them to request a WLTO. Fingers crossed it works but hassle I could really do without!0
