Local HTC approved repairer, Argos cannot argue SOG if they want it looked at first with their possible unapproved HTC repairer.
Software will take local approved HTC guys a couple hours to install latest approved firmware of OS which should stop the problem, whats the problem with software ? Can you do a update at home ?

Pretty sure HTC only have one approved repairer in the UK (their central repair centre), do you have a list of these "local HTC approved repairers"?====0 -

Doing more research it seems that HTC's repairs department is not highly thought of, putting it mildly.
I feel loath to send back (by whatever method, via Argos or directly) a phone in perfect physical condition but with a software fault and end up with it being lost or broken by the service centre themselves.
There are many horror stories.
Am really worried now
And still can't see how they are going to 'fix' it.
If it's a software problem maybe try a custom rom? I don't know what's available for the One V but xda developers forum should have all the info you need.
Flashing a custom rom may invalidate your warranty and it's possible you could accidentally 'brick' your device.
If you want to go the SOGA route you could ask for a replacement rather than a repair. Argos can refuse if the cost is disproportionate to the cost of repair but they mustn't cause you 'significant inconvenience'. If they are unable to replace then you can get a partial refund instead.
In practice they will almost certainly want to repair rather than refund or replace but you can always ask.0 -
