Got used to typing electricity until property developer told me it's for the heating centre.
So now I know it's for the heating centre, do new builds often have this?
yes, in larger developments its getting more and more common.
no gas to the appartments, so its cheaper than electric heating.0 -

I would ask them to confirm what the service charge relates too. In some cases there may be a private network or private generation (CHP) that they may wish to charge for separately.0

In new builds since the early 00's this is increasingly common to avoid the cost of the installation of the supplies and flat specific meters and going for the cheaper option of check meters for each flat and service.
While bulk buying should result in better rates, one other motivation was that the asset manager types like Peveral and related groups could get a greate rcommission yield when placing the contracts.
Generators too are not uncommon especially where water or heating cooling and even lifts in tall buildings are involved.
CHP as mentioned and ecomentalist buildings also have nontraditional set ups.
Just because the block is new doesn't mean the wiring in the street isStop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.

not seen in once in almost 100 (recent build) flats that I have viewed. It might exist occasionally, the suggestion that it is normal is just silly.
and 330 is an extortionate amount to pay for maintenance of a local electricity distribution system
It's more than half the costs of my total leccy bill (maintenance the distribution system included)

No its quite common- trust me- having had to write the cheque for the software upgrades to manage and bill these alongside service charges!
As well as PMs and site staff having to log them and make sure that they are right!
Frankly there is lot of nosie over these new inventions but in comparison I have yet to see the money advantage to residents as the capital cost is being sneaked into so many new schemes costs.
It happened with water meters and with plant contracts eg lifts where software and exclusive parts means owners are locked into one supplier for maintenance for 20 odd years or cant unlock fire and safety systems without paying for the software key.Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.
