Allowed time reduced at Asda Shrewsbury?

Does anyone out there know if Asda (Old Potts Way) Shrewsbury changed the amount of time allowed to shoppers from 4 hours (it's 2 hours now) about 6 months ago?

Your case is no different than any other, just do a short appeal to Smart (not saying who was driving!) followed by a winning POPLA appeal (with our help). Do ask for help if you need it because a POPLA appeal must NOT be a normal mitigating circumstances 'appeal/excuses' about what happened. Clearly that sounds straightforward, but
1. I've got the impression from this Forum that I'm unlikely to get an honest reply from staff (who have a vested interest in making money for the business from fines).
2. I'm likely to be asked details I'd rather not reveal.
I was hoping there might be a wide enough audience here to throw up my answer.

Ask the Council Planning Dept if they are aware of any recent application to change the planning consent (if it stipulated 4 hours free parking?). And whilst on the phone tell the Council that there is a business being run in the car park because Smart Parking are charging extortionate amounts for parking after 2 hours - were they aware of this and is the car park subject to business rates?
Drop them in it like a few posters have about Parking Eye recently re the business rates thing, and you may also glean an answer to your question.
If not I would ask in Asda seeing as your first port of call should be to complaint to the Store Manager and insist he/she cancels the scam. Easier than having to appeal and use POPLA (although at POPLA we can help you to win). Asda lie about who owns the car park but only because they are told that; there is some sort of urban myth at Asda branches about 'the Council' owning their car parks. I can't see them lying about the free parking time if you cheerfully ask...then demand to see the Store Manager to press ahead with your complaint about the harassment by their agent.PRIVATE 'PCN'? I don't recall it ever being 4 hours but in saying that I only ever use that Asda to get cheap popcorn when I go to Cineworld.0
