Parking Eye PCN

Hi,
My girlfriend parked at a Morrisons at the beginning of June and due to having no change on her to pay for the parking she ended up with a PCN from Parking Eye with pictures showing her car. I was hoping I might be able to appeal based on reading up what has happened with others on these forums.
The car park itself only charges 40p per hour and when you've shopped at Morrisons (which my girlfriend did on this day) you are refunded the parking charge. She has shopped here many times over the years and always paid but on this one occasion didn't have change on her. I've already followed some of the other advice on here in terms of appealing in a very generic way to Parking Eye and asking for a Popla reference but I'm now a little stuck on how to proceed in terms of what grounds to appeal on and whether I advise about how Morrisons refund and whether I should possibly show Popla a copy of my credit card bill showing she shopped there that night or even if it's worth contacting Morrisons themselves.
If anyone can pass on to me some advice on this I'd be most grateful.

Is this England or Wales ?
Did you get the notice to keeper within 14 days?
Have you had the rejection from them yet?
Did they give you a popla code ?
And always complain to the retailer

Dear Parking Eye,
In reference to the speculative invoice xxxxxx dated xxxxxx, the keeper denies all liability to your company as the keeper was a customer of the retailer, so there is no loss. If you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 3 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code, furthermore the keeper is fully aware that you must pay £27+Vat for this, so don't forget!
The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the time-frame stipulated above.

Oops sorry missed that one lol , no you have what's needed. You need to get your appeal for popla together. Have a read of some of the latest threads, and read the sticky threads especially the popla decisions one.
