things get missed all the time, there could be lots of reasons why it wasn't taken off the shelf.

a customer could have dumped them elsewhere, then someone found them and put them back on the shelf after they had been wasted.


Usually this happens when the system is showing a stock level, but none were found on the shelves when they were counted

Don't get me wrong, I'd be annoyed. No doubt about that.
Just not really fair giving someone on minimum wage a hard time for a policy from Head Office that makes no sense.
