Is this refund call SCAM?

Posting here because it's the most recent thread on this topic, although the scam is different.

Just got a call (Indian accented female), she knew my name and address and said I was due a refund on bank charges I'd paid (did I want cheque or BACS, I asked for cash!). She then asked me to confirm my DoB and the company I bank with. Normally, I'm very smart with these things and never give out information, but (stupidly) I gave out the info, which she confirmed was correct (of course she would!), then handed me over to her supervisor ("Robert", also with a strong Indian accent), to go through how I would be paid.

"Robert" asked me to confirm my Debit card details, and gave me the first four numbers on my card. When I said they didn't match my card number, he tried various others, all of which happened to be incorrect, then he got fed up with me and hung up.

1471 told me number with-held, so I've no idea from whom this call was. (The woman talked about "UK Bank something-or-other-official-sounding.)

The thing that narks me is that I'm usually very alert to these things (I wouldn't have given out my bank details in any event), but I feel a right chump for giving them anything at all (my DoB and bank!).

How do these scallywags get accurate names and addresses?
