Parking issue with Mid Sussex

Hi all, I need some help, my mother is having a problem with parking near her house. For the past 9 years she's been able to get a yearly season ticket for the council car park just across the road in the center of town near house, the information provided by the local library, we have maps and documents to support previous applications and there is no residents parking near the house with the nearest parking road being a good 3 streets away.
For nine years the the previous council worker at the council has provided us with a parking season pass for £275, she has now retired and a new employee hired. We applied as we do every year to extend and renew our season pass with check, the new employee sent a return letter to call them and verbally refused to honor the prior agreement stating she didn't know why we had this, that not everyone has parking and she should walk a few streets to park, they've also kept the cheque. She's 66, has medical issues and a shift working public employee.
What action can we take if any? She's spoken out local Councillor who's going to speak to the council and is writing letters to other people. But any further advice would be appreciated, we are prepared to pay the full amount since there's no other option for her to have the car and be able to work, just very frustrating to be treated in such a way and to have the change sprung on us.
