Fliker F1 steering bar

Hi all, it is my DS birthday tomorrow and I am just assembling his fliker scooter. Wondering if any of you have them and can tell me if mine is faulty.
The steering bar is moving a bit and I can't seem to find anywhere to tighten it. So I would like to know if this is normal or not at all.
