    "Your Application Fee
Please carefully read the following information regarding your Application Fee. You must agree to this before continuing. The online application fee is made to help with the submission of a Driving Licence Application to the DVLA. In addition to the charge incurred by us for this service, you may also need to pay a fee to the DVLA itself when you return your completed application to them."

    seem clear to me...

No, the wording is correct. Depending on why you are filling in the form, you MAY have to pay a fee to the DVLA.

aside from registering your car or surrendering your licence what checking service would you need from this company that required no fee payment to the DVLA?

OK - the site is there to provide a "service" which you do not really need, and for which you pay the princely sum of £50. Now, £50 is a reasonable charge for checking over the information as far as time and facilities go, but from your perspective you do NOT need it and therefore it is probably a waste of £50.

For those of us who aren't so sneery, this does serve as another reminder to check what it is you are signing up to.

And for that I thank the OP.

You don't need the checking service at all, but if you must go through them, you can change the name and address on your license with no fee payable to the DVLA. You can also add entitlements to your license with no DVLA fee.

I'd love to know how much this company makes in a year. If you google "driving license uk" their sponsored link is at the top of the page, above the DVLA site.

It's essentially a tax on people in a hurry, foolish people and maybe people with limited English. In my opinion it looks nothing like a DVLA site and is quite clear about what they offer and the cost.
