How to make Orange O2 EE Vodafone etc. listen

If you got to an orange or O2 shop, you shout, they fix your problem.
Full stop.
Retailers don't like one unhappy customer contaminating the undecided customers. Makes sense!
Online, its not quite so simple...so its time to make it simple.
I think this forum is perfect and could be about getting them to listen.
The purpose is simple, make a statement, clear, objective and without emotion...let them fix it.

When will orange fix their dysfunctional delivery system for deliveries of mobiles to businesses for existing users?
for example...
Your account with Orange is at address A
You agree with Orange to deliver to address B
Orange agree and confirm delivery address B by email
Orange deliver to address A
Orange know about their problem but are not fixing it.
whats that about?
This is their current solution...
If you speak to Orange they say speak to UK Mail, their courier.
If you speak to UK mail they say speak to Orange.
In my case I've been waiting a an S4 for 3 weeks, with 4 failed deliveries to address A.
I wonder how many others have experienced this failure.

Ok, so I gather just a rant rather than a post of any substance?====0

No you give customer services one chance and 30 days, then you register your complaint with the regulator, get a reference number from Ofcom it has been recorded and contact the chief executives office of the company.
This way Ofcom records proper figures in complaints against every *licenced* telecom holder and you get resolved, because it costs them hundreds of pounds just for you to go to a telecom ombudsman "company", and all licenced telecom holders MUST be registered with one of Ofcom approved ombudsman/alternative dispute resolution "companies".
Shouting at shop staff may qualify you for a PREMIUM free service of breach of the peace bolt ons/add ons/bundle by your local constabulary.
3 steps...
**Stay cool and calm, call Ofcom, call/email/fax/Royal *cough* Mail next day 1pm delivery the telecoms chief executive office**SO... now England its the Scots turn to say dont leave the UK, stay in Europe with us in the UK, dont let the tories fool you like they did us with empty lies... You will be leaving the UK aswell as Europe

So in your first paragraph you say shout and then later on you say to remain clear objective and without emotion.
To put it politely (as you are new) you are muddle headed and the course you propose will only make things complicated.
You would be better following one of the existing MSE guides to complaining.0 -
