Problem Getting New Phone Line & Broadband

On 18 Feb, we signed up with Talk Talk for phone & normal broadband 3 weeks before we moved to a new development in Newham. Nearly 5 months later, after 3 failed appointments, we still have no new line or broadband. We were told by the Building Manager that our 21-storey block is fibre optics only & there is no copper wiring. Other neighbours who have phone connections are all with BT. One or two are with Virgin Media who can only offer broadband but not fixed phone line. We have contacted other ISPs & were told they can offer us both phone & normal broadband but I have a deep suspicion that only BT can & will offer super fast broadband at sky high prices. As a customer, I feel frustrated at not knowing what to do or who to turn to for information or advice. The building handbook we were given stated that we can go to any ISP for phone or broadband connection but this is rubbish. In the absence of copper wiring, BT Infinity appears to be the only product available. And if we can do without a landline, then VM appears to be the only other alternative. Ofcom wants to promote competition & also to roll out fibre optics to the whole of UK. I wonder if more & more people will suffer the pain & inconvenience we have suffered due to the incompetent behaviour of ISPs in relation to the new technology?

Why can VM only offer broadband and not line and broadband ?, if some ISPs are offering line and non fibre broadband, they are offering services via a standard phone line, so is the building really fibre only ?, if it is fibre only who's fibre is it ?, and how have some occupants got service ?
I think you have probably been given some dodgy info, or have mis- interpreted it..unless you are in some trial area of FTTH, then it looks a though copper line services from hundreds of Service providers will be available, if FTTC broadband is in your area, then anyone who re-sells on a wholesale basis from BT should be able to offer it, if VM cable is available, then line and broadband should be available,
Given that you are having trouble with Talk Talk then you need to either get them to deliver, or drop them and go elsewhere...finally if BT Infinity FTTC is available it's far from being expensive, in fact some of the deals for new customers are pretty cheap, but BT retail are only one of many resellers of FTTC and Infinity is just the brand name of BT's offering, and if Infinity is available then so is FTTC from other Service providers0 -
There simply HAS to be copper wiring in your building - BT Infinity (FTTC) uses copper for the final run from the street cab to your door.
