Scam call cleared credit

Hi. My husband had a call from mobile to his PAYG mobile today. Answered and it was a recorded type message about debt and the govt ???? Anyway. He then couldn't make any calls and discovered his £50 ish credit was gone. His records ow show as though he rang that mobile number. Has anyone heard of this or is there anywhere he can go for help? Thanks
