I've bought wooden venetian blinds from a seller on ebay & have cut my blinds down quite easily using a jigsaw.
I mark how much needs to be cut off with a pencil, then tape the blind tightly together with parcel tape or something similar that sits just over the pencil line, then off I go at a steady pace along the pencil line with my jigsaw. I keep the other end of the blind flat up against a wall while cutting & usually wrap a bit of tape around that too, just to hold it steady.When I get to the metal head-rail I have to switch to a hacksaw as I've never mastered the art of cutting through metal with a jigsaw.
Cutting my own blinds down has saved me a fortune on having to have them specially made to fit my windows.
I think the key bit is taping the blades together and cutting them as a pack to prevent break-out and tearing. I haven't got a jigsaw so removed them from the blind and cut them on a powered cross-cut saw, it was more time consuming and fiddly but it does ensure the cuts are straight and you can throw away any blades with tearing/break-out.0
