Send a copy of the letter to the BPA and DVLA with a complaint that the PPC is not complying with the BPA Code of Practice. Tell the PPC you are doing so - you could even send them a copy of your complaint to add to the pressure.
I'm not sure where you are in relation to the 35 day deadline by which they have to accept your appeal and cancel the PCN or issue you a POPLA code - from the date of your appeal to them. If it's up, then write saying that as they have not complied with the BPA CoP in this context, you regard the PCN is cancelled, you will not enter into any further correspondence with them, any further correspondence from them will be regarded as harassment and you will be taking legal action. Also copy this to BPA and DVLA.
If the 35 day deadline isn't yet up, in your letter give them until that date to provide the POPLA code, otherwise ..... you will regard the PCN is cancelled ....... (then as per above).

OP - my post and Coupon-mad's crossed over in the posting, so didn't see C-m's before I posted mine. But we're saying more or less the same thing, pick the best from both and go with that.
