Water flow rates

I'm just renovating my father's house, and noticed that the water flow from the taps is really high (seems to fill a sink twice as fast as the ones at home). As I've just arranged for a water meter to be fitted, I wonder if anyone knows how to reduce the flow. I assume I could change the taps but this seems like an expensive option and not sure flow rate is a listed feature of taps? I know you can just turn the tap on half way ..... But as they are lever style taps this isn't always easy to achieve, and you probably waste more time and water getting the flow to where you want it to be.
