many years ago when I had a BTL, my tenant offered to buy me out.
Even though he was living in the property and will have received all of the relevant notices etc from the council he still asked "Is the vendor aware of any planned development work in the area?"
to which we answered "If the purchaser cares to take a look out through his window they will see" (a f-ing great big shopping centre was being build next door at the time)
