Only the DVLA can confirm who the RK is they keep the database matching up RKs with vehicles.
Once they have keeper's details, if keeper moves, they can contact a tracing agency same way any creditor can. If you check your Experian record, you will see previous addresses and linked contacts.0 -
Just an update guys. I did the appeal on the PE website and they cancelled the charge to my surprise. so thanks for all the help and advise it was much appreciated.

What did you put in your appeal? Was it as suggested - challenging their ability to issue charges? If so, I am surprised they caved in so easily.0

Probably the thought of having to pay PoPLA another £32 without any chance of getting any money back that helped them make their mind up.Never Knowingly Understood.
