Advice on best sim card for Africa to Europe please

Hello, my daughter is going to Tanzania for four weeks in August and for three of those weeks we will be touring Germany.

I wondered if anyone could advise us as to a good value sim card for making telephone calls to each other or if a dongle that would allow us to Skype each other would be cheaper.

We are both on Talkmobile onthly contract.
