    Dear Scammers,

    In reference to the speculative invoice received xxxxxx dated xxxxxx, the keeper denies all liability to your company as your Notice to Keeper is in breach of fhe Protection of Freedoms Act 2012. If you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 3 of the BPA Code of Practice.

    The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code, furthermore the keeper is fully aware that you must pay £27+Vat for this, so don't forget!

    The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the time-frame stipulated above.

    For the past 4 months or so the advice has been anything BUT ignore. Since the likes of PE and CEL upped the ante by filing court clams the tactics of MSE and Pepipoo have changed to reflect the current situation.

    You will find in the vast majority of cases in the above timeframe that anyone proffering 'IGNORE' as the preferred route are very quickly challenged and the current rationale put forward - as I am doing here! :)
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Why bother, because I hate the fact I'm even giving it some consideration and I want someone to bash me round the brain verbally ..that's why


    They are out of time. If you just calm down then you can not only appeal this and win but I can also tell you more about making an effective complaint...CEL are already in trouble over this sort of thing.

    The best revenge you can get to cause CEL pain is to appeal it as advised by Stroma, and come back here when you get the rejection letter so we can show you how to win at POPLA stage at their expense. Don't write either appeal in the normal way, it's not about 'what happened'.

    And the icing on the cake is if I can help you to complain effectively to the powers that be about this. If you are up for it please send me a copy of the Notice to Keeper (the first letter) by pm; I assume you never got a windscreen PCN?

    What c-m is saying is this. The PPC has a maximum of 15 days to get the Notice to Keeper to you if it was a camera that caught you and no windscreen ticket was involved.

    Some PPCs have misread the legislation and think they have 14 days to SEND it to you. Subtle difference, but PPCs ain't subtle or even too bright.

    That means you can show that they have not followed the law and your charge is illegal. This is different from the majority of our appeals where we claim the charge is not fair.

    Now do you really want to pay an unlawful charge when a couple of letters which we could draft for you would see them off, or was all of that rhetoric just p*as and wind? Just think how better their unlawful charge could be better spent on a donation to cancer research.

    So please take up our offer to draft your appeal letters. I would not in this instance use stroma's usual appeal given your circumstances and your cast iron get off. A letter to the PPC highlighting their breach of the legislation should get them to back off. If not, they pay £27 and will lose at POPLA who DO follow legislation. As said, we can draft the letter.

    No brainer, really. Agreed?

    Yes, but doesn't highlight the actual point. As you have said before, the purpose of your letter is to get a POPLA code so motorist can mount a POPLA appeal.a

    The main purpose of what I am suggesting is to highlight to the PPC where they slipped up with the aim of them granting the appeal by actually reading the extract from POFA.

    Your std letter is still the one to use to get the POPLA appeal code for people who are relying on the generic POPLA appeal points.
