Even though you never got a Notice to Keeper you are still in time to appeal, like these linked examples:

PLEASE DO NOT IGNORE IT, YOU CAN WIN BY APPEALING. So send a short challenge like that, you could add that you only received a reminder and if that's the only letter they have sent it is out of time, so with any reply you require a copy of the Notice to Keeper they claim to have sent earlier, as you need it for POPLA.
Also add that the car was broken down in the middle of a long journey (as you didn't get it repaired, can you enclose a copy of the destruction receipt?). You could also mention the numberplate of the other car that came to assist (and the time) and tell PE to check their records because POPLA will expect them make such checks.
Do NOT say who was driving either car, write in the third person just like you see in those short challenge examples. Say generically 'the car broke down with a jammed accelerator and was subsequently destroyed as it wasn't fit to repair' and 'on that day, the driver phoned for assistance from a relative who arrived in car reg xxxxx at xpm to assist...'
You won't be appealing to POPLA on this basis, only to PE in that way. Your POPLA appeal (if needed) will be different and YOU WILL WIN with our help.

Kind of, but not entirely. Part of me is prepared to pay for it to go away as I've already spent enough time on it, but I think I'd feel guilty doing that.0 -

Is there a way of proving I sent it in case they deny receiving it?
Dear Sir or Madam,
I have a received a parking charge notice reminder from your company for a parking ticket issued at Welcome Break London Gateway on June 13, but there are mitigating circumstances to explain why the vehicle was parked there for over the two-hour period. I would therefore like to submit the following appeal:
When attempting to leave, the driver experienced a jammed accelerator that led him to believe it was unsafe to exit. He then called a relative who travelled (registration: xxxx xxx) circa two hours from Birmingham to assist with superior mechanical knowledge and subsequently tail the driver safely back to his London home. The car was then deemed unfit for repair by the driver and destroyed soon after.
Please find attached a signed copy of the certificate of destruction as issued by Redcorn Ltd. Please also note that I only received a notice reminder (on July 01), so I would require a copy of the initial notice sent in any response you may give.

You could send that I suppose. It's doomed because mitigation never works, but as they'll refuse it whatever you say it doesn't really matter. But as G.D. says, demand a POPLA code and once you've got it we can put together a much stronger appeal for you.Je suis Charlie.0 -

Based on your currently worded appeal to the PPC if it fails? Absolutely zero.
Based on a POPLA appeal with our help? High upper 90s
If you fail at POPLA, you either pay the PPC the non-discounted amount or wait till they take you to court where you get another bite of the cherry.0 -

One last question before I send this. Is it worth sending it via some kind of recorded post with Royal Mail, or is that a waste of time and money?
