You're not some international spy / paper-clip rep are you?
  • as i see things from the serious answers :)

There is a chance i could get a mortgage if i sort out all my admin? but with the mess i'm in a 6 month rental, getting on the electoral roll and sorting my admin out at the same time would be the most solid plan?

My council tax is included in my rent so isnt it the landlords responsibility to declare im living there?

Your landlady should declare that there is a second person living there. To be honest I don't see why you should have to move out and rent somewhere else (probably more expensive?) just so you can get on the electoral roll.

However, not being on the electoral roll isn't necessarily a dealbreaker. When my husband and I started living here I made sure we were both on it for this very reason, then we got married shortly before we made the mortgage application. I didn't show up on their systems under my married name because I was registered on the electoral roll under my maiden name, but I just had to provide proof of ID (luckily I'd had my driving license changed the week before!)

It costs nothing to change your address with banks and on your driving license, it doesn't take long either, and yes you can be fined for having the wrong address on your driving license (also check your insurance too) - your passport shouldn't matter because it doesn't have an address on it. But no matter what, a lender will want to see proof of a home address as will the solicitors.

if she is getting a discount for single occupancy and that is why she has not declared it then that is fraud

If Land lady is not declaring you are living in the same house as her - this if fraud.
You can get on electoral roll fairly easy. Phone up council and tell them you are renting at xx address - they will explain the options you have.

If you do not want the hassle with the landlady - move somewhere else. Rent a room somewhere else - register on electoral roll asap.

Also u get fined £1000 for not having your driving licence up to date.

If you get stopped by the police whilst driving , what address will you give if they ask you for it?
"You were only supposed to blow the bl**dy doors off!!"
  • They will confirm from your id card and license that you must have to be while driving.

    Well, it would be fraud if landlady was claiming a discount for single person occupancy when it isn't actually single person occupied? And the fraud would be against the relevant Local Authority. This is from my Local Authority (Edinburgh) website;

    Council tax discounts
    Council tax single person's discount
The Council tax charge is based on two adults sharing a property. If there are more than two adults, the amount payable will not increase.
There are discounts available and the following information will help you to see if you can claim a discount.
    Single Person Discount
You can claim single person discount if:
you are the only adult aged 18 years or over living in the property,
The single person discount is 25% off your total Council tax, water and sewerage bill...
