Porting number to pay as you go

Am just about to leave a 24 month Orange contract and have my PAC code.
Can I use this to change to a pay as you go service? I'm seriously considering buying a new phone and using a new sim as was stung by Orange putting their prices up twice in my contract.
If anyone can recommend a smartphone/sim deal too that would be great. I use quite a few mins (200+) and would like a decent data allowance too.

There are a few very good Huawei phones around below £150is mark.
