Many of the latest phones/tablets now support GLONASS as well as GPS. My Android Nexus4 just gave me a fix time of 4 seconds, using 14 of 25 satellites which are in view(through my roof :rotfl:) whilst I'm sitting in the house 4m from window.

For a complete list of devices see http://en.wikipedia.org/wiki/List_of_Smartphones_using_GLONASS_Navigation

Carphone WH have the latest Asus padfone 7" sim free 3G/WiFi and as far as I can see supports glonass/gps is @£179. You will require the US version I guess.

Re nav apps Google maps can be downloaded and used off line for free or as I have just discovered WAZE also a free app is currently taking the world (literally) by storm, but does require data link.

Waze.com is US/Canadian version otherwise use worldwaze.com for non NA version of their sites

Just be aware that the Lumia 520 and 720 only come with HERE Drive for a single country/region.
