Highview/Tesco Charge Notice

Have received a charge notice from Highview for going over the limit in a Tesco car park by half hour or so.

They are after £70 reduced to £40 if I pay within 14 days (how kind of them) however if I dont pay within 28 days I will incur a £40 admin charge (not so kind of them).

Could someone please tell me what my next step should be and point me in the direction of a template email.


I'm going to head to the car park tonight to look for sign locations etc.

    You need to send what we term a 'soft' challenge which will be rejected (whatever you say, so don't waste any time giving them your story).

    When rejected you should be given a 10-digit verification code for POPLA (the 'independent' adjudicators). This is when you'll put together a much more detailed and hard hitting challenge that will be based on legal and other technicalities. it won't be based on any 'story about what happened' (mitigation) regardless of how 'good' the story might be. Don't go down the POPLA road without help from here.

    So here's a soft challenge you might want to send:

    Name
    Address
    PCN No
    VRM No
    Today's Date

    To whom it may concern

    The Registerd Keeper of the above vehicle denies any liability for the unenforceable charge detailed in the above Parking Charge Notice.

    The charge does not represent any form of loss and as such it is punitive and a therefore a PENALTY.

    Confirm acceptance of this challenge and cancel the charge, or provide a POPLA verification code where a vigorous and robust challenge will be mounted.

    No further correspondence will be entered into with you on this matter. If nothing further from you is received within 35 days of the date of this letter it will be assumed the challenge is accepted and the charge cancelled.

    Yours faithfully

    Print Name

    Do not telephone the PPC, do not indicate who the driver was, note the soft challenge is written in the third person - no 'I' or 'Me' or 'We'.

    When you go to the car park, can you let us know what colour of background and text are on the (a) notices at entrance and (b) elsewhere?

    Also, are they saying that you have the choice of paying £40 now or £70 after 14 days rising to £110 after 28 days?

    Also, was there a ticket on your windscreen or just a NTK through the post.

    Correct, 40 if paid within 14 days, then 70, then 110 after 28 days.

    Just a letter was received no ticket.

    Well I popped in tonight and there isn't a single sign before during or after the entrance...

    The only ones I did see would be impossible to read as they are raised up on the drivers offside. One has had a huge tesco sign erected in front of it..

    Now tell us what happened when you walked into the Store and complained, to get the fake PCN cancelled? Surely you didn't go back only to look at signs? Tell me you complained to Tesco's Store Manager.

    Haha no I didn't go for the manager this evening. It's on my list of things to do though.

    First port of call is back to Tesco to complain to the Store Manager (NOT to the teenager on the CS desk, the STORE MANAGER). Tesco can cancel these if customers complain quickly. That's the easiest approach first - especially if you are a Clubcard customer waving a pile of receipts & being really assertive about the scam fake fine.

    If not, if having to appeal, you just need to send a short challenge to the scammers like on this thread:

    After the first challenge there's a second stage when Highview reject your appeal; you send a strong appeal to POPLA if rejected.

    Parking Prankster has done so lots of times, with a short/funny appeal first then a serious one to POPLA (we can guide you to the right strong POPLA stage wording). If the funny versions don't appeal use one from the examples I first linked.

    You won't be paying this so have some fun with it. :D

    Doesn't matter in Tesco; be assertive and annoyed and demand to see the Store Manager and insist the fake PCN is cancelled. Keeping quiet about who was driving only matters if having to appeal to Highview.

    And worth showing manager the extract from the BPA COP that shows that there must be entrance signs and his store is non compliant and you will be reporting it to head office, if he tries a Pontius Pilate.
