Did they send you the POPLA code? They should have.

Obviously, tailor it to your own circumstances, but the signage, right to levy charges etc are paramount.
But in parallel if you have any receipts for the day, please go back into the companies and get them to put pressure on the landowner and PPC to cancel the charge as you were a bona fide shopper who was making a special visit to the park to buy from more than one retail outlet.

Good luck, but make sure that you send your appeal in by post as the POPLA web site has been chopping off long appeals as their word count space seems low, although they now say they have it corrected.

Online on the web address that PE gave you. But please don't rush, you haven't read up enough on POPLA appeals yet nor shown us your draft. You'd learn loads from other people's POPLA appeals on loads of PE threads here. Did the first letter with the photos arrive within 14 days of the incident?
Let's see your draft once you have copied from some other POPLA appeals!
