Digital aerial on roof of block of flats, council has been charging £4 a month for this service, but it is not working. When the TV is turned on it say DTV but at the bottom if TV screen it says MONO, does this mean that it is not connected to the aerial on the roof of the building. Can only receive BBC1 and that freezes…

Yes, poor advice from someone who clearly hasn't read the thread properly.
Some councils also do indeed charge "maintenance" on such Communal Systems, not rental.
