Is it possible to block all premium/short code SMS?

Is it possible to block all premium/short code SMS text messages?
When I called o2, they said that they could not block all premium/short code SMS, but seemed a bit unsure, and I was put on hold for ages while they tried to find out.
Can any other networks block premium/short code SMS?
Or can o2 actually block them, just their incompetent customer service being clueless?

I dont think its possible to block them, if its a couple of numbers that keep sending them then if you send STOP as a reply it usually stops them coming through, if your phone is constantly getting sent them from a lot of different numbers then I would definately keep on at O2 to see what they can do.
