Complain to the local Environmental Health Office.
You might want to check out their food hygiene rating as well. A score of two or below would indicate that this cafe has other problems.

Great idea, I know a local (to me) hot food outlet that got scored just one. The manager got replaced within the week.0 -
Thanks guys, they got a 5 score, and it was the owner who served and delt with us.
I really think it was an oversight but if it was I would have expected a more apologetic response, not just my half eaten burger returned in different bread.Owner of a cute cottage in the North York Moors :j0
