Strange water bill in current tenants' names

Greetings,

I have let a small flat to 2 tenants about 1 month ago. As I had some urgent business to attend to, I was abroad from the next day tenants moved in until this week, when my tenants showed me a strange water bill (Thames water) in their names -- one person as account holder, and the other on as additional account holder.

However the question is neither tenants nor I have contacted thames water, as I have promised to include water bill in rent and planed to sort bills out when I am back.

So it is very odd how this happened, does anyone have any idea?

    Do you let the flat through a letting agency? If so, could the agency have contacted the utility companies? Or did the tenants give their new address to Thames Water as a forwarding address when they moved out of their last place?
