So a email to someone that has the same name as you and no other personal details.
Store DID NOT confirm anything as to who and where. Only you have put 2 & 2 together and had a stab at a answer.

Looks like someone has picked the wrong person from their database of customers.

Thomas Cook have told the OP that they don't hold his/her email address on file.
As the other person has a very similar name, then it's possible that the email addresses are similar. The other person may have given a slightly incorrect email address; resulting in the email going to the OP. Or the email address may have been mistyped.
Its not clear that there has been a DPA breach. There may have been. We don't know enough to decide who made the mistake.0 -

There has been a possible breach by sending the details to the wrong person but that is down to the other couple to look into and pursue, we only have the information the OP has provided so dont know exactly what the full content of the email contains.0
