Parking Eye have ignored my request for a POPLA code

Having been sent two parking notices by Parking Eye, and two escalating reminders I sent them a personalised copy of a letter with the standard rebuttals that I picked up from a link on one of your threads which contained a request for a POPLA code. This has been ignored and I instead received a standard letter from a debt recovery firm. How do I proceed now?

You were too late for POPLA. You will have to ignore this now unless you were not the driver in which case you can tell them who was (name and address). Then that person should get to appeal in time.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Maybe not. Can you give a little bit more info, but don't put to much per my signature below. Did you receive the Notice to Keeper in each case within 14 days ? When did you send off the challenge to them ? Was it within about 28 days or so of the NtK ? If so how did you do that , through the post with a proof of postage ? Or via their website ? Is this England or Wales ? ThanksWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Somewhere on MSE I remember reading there is a person who goes to work each day and has to go through a car park. Parking Eye have sent this vehicle a ticket each day(!!) with time of 'entering' and 'leaving' the car park asking for payment. No court case has come up. One of these reasons being that under the rules and reg's of the DVLA who supply the address of where the vehicle registration is kept to the PPC's this information is in no way allowed to be used to issue ANYTHNG which resembles a fine, so the PPC's would be incorrect to try and enforce payment in any way. People are now more aware that private parking companies have no actual clout, they are just bullies going through the motions.0

You are correct about PPC's not being allowed to impersonate authority.
However, sadly you are quite mistaken about them not trying to enforce payment of their speculative scam invoices.
You need to read more posts on here about Parking Eye, who are trying it on with actual small claims cases every day at the moment if they think they can hook a sucker!0 -
I think I was out of time with my original response to Parking Eye, however, I was not the driver, merely the "keeper" of the vehicle.0

Please tell us when you got the letter, the first Notice? And when did you try the appeal?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

First notice was beginning of April. My appeal was dated 29th May.0

Yep it was too late but at least you tried to resolve it. But now you should go into 'ignore mode' and come back if you get a Letter before Action or actual small claims papers (still rare in terms of % but PE do choose some for a speculative small claim). Defendable though.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I did not say they were not trying to enforce payment which they ALWAYS TRY to do. Please read. Please cite under what statute of law they think they are able to enforce their sham 'fines'?
Please also show me where P.Eye have taken a 'sucker' to court, because that's what you are implying? I say this because when I wanted to take them to court they shied away and ended up giving this sucker a refund in full!
