Thanks for the advice. Still not entirely sure what to do with this at the moment -want to do whatever will be quickest really.
I had a couple of questions -is there a time limit we need to reply to them by? within the 28 days from them sending the NTK?
Also, I'm writing on behalf of the registered keeper -should he challenge the charge himself, or does it make no difference?0 -
The challenge needs to go in the name of the Registered Keeper (but since you never sign letters to PPCs, but just print the name of the sender, there is no reason why you can't do this on the RKs behalf from his name and address, if you wish. Do not identify the driver at this stage, so write as the RK and refer to the person driving as 'the driver' (see Guy's Dad's draft letter of 19th Sept).
Details of how to appeal and the time limits are (should be) set out on the NtK (if it isn't obvious, look on the back).
Don't miss the time limit for appealing as you need the PPC to refuse your appeal and send you a POPLA code.
AS WELL AS THIS - complain to Steve Clarke at BPA about the PPC harassing you about a PCN where the NtK was send outside the time limit set down by PoFA 2012 (he has recently been quite active in getting these cancelled).
Also complain to DVLA about the PPC UNLAWFULLY obtaining your details (enclose a copy of your letter to BPA).
The important thing is not to miss the time limit for appealing to the PPC, but to be honest it is in your own interests to email the BPA and DVLA at the same time - it is just a couple of clicks, but any one of those clicks could get the charge cancelled.

Update:
This advice is for Dr.Who-Who, a poster who has been messaging me and has a ticket like this (a late NTK like this!).
Dr.Who-Who I can't reply to you as your pm box is either full, or you have set it not to receive private messages. I have tried!
Anyway send the scammers a reply like this one below, because the NTK you showed me is non-compliant like this one, and was sent far too late.
If you get a POPLA code then start your own thread if unsure - but there are loads of threads telling you what to say, to win at POPLA.
HTHI would simply write
Dear sirs,
Further to your windscreen ticket dated 21st June 2013 and the 1st letter to owner dated 17th September 2013, you will be aware that the time between these two dates exceeds the maximum time allowed under the Protection of Freedoms Act 2012. The relevant period is 56 days.
You no doubt are aware of that and , unfortunately for you, so am I. This means that you have lost the right to pursue me as keeper and are only permitted to pursue the driver, whose name I am not now obliged to give you.
I invite you to cancel the charge immediately or supply me with a POPLA code so that I may inform POPLA of your failure to follow the legislation and inform them that I was not the driver.
