I used to live way outside London - still on the Tube, so a commute in wasn't out of the question, but far enough that it'd be a pain in the 'arris. The absolute MINIMUM for a flat was about £450pcm, which mine was, and that was a dingy sh*thole that had more damp than the front row at a Tom Jones gig.
London is expensive. Anywhere within commuting distance of London is expensive. £500pcm is a laughable pipedream for a self contained flat under those circumstances. And that's not due to agents, that's due to a) a housing bubble pushing housing prices beyond all reason, combined with b) London, as noted, being very expensive to live in.urs sinserly,

Get a tube map and a highlighter pen and mark on the areas/places in the Zone 3 ring. Pick 5 to 10 and research into them. To be honest I highly douibt you will find anything for that budget including bills. If you do find a place I would be carful that it is not rat infested or in an absolute dive of a place. (Maybe that's the snob side of me talking) but there are very few places with that sort of deal.
On the other hand you could rent a room for between £300 to £500 pm in a nice area. Even zone 5 travel is under £200 pm.
Realistic studio in London is £1000 pm and that's not including bills.

Some good points there. Another thing to consider is that although say Zone 5/6 going into Zone 1 will be about an extra £70 a month than travelling between Zones 1 and 3, your rent will be much much lower, and you'll get something much nicer too. On top of that, your travelling times won't be much longer, just about an extra 10 minutes, it's nothing.0
