A Swiss-Dutch person could easily be fluent in more languages than a high-performing Premier/SPL footie team, so the idea they'll need welfare to support themsleves / have trouble getting at least some job in a major tourist centre to fund their stay seems far-fetched to me.;)There is no honour to be had in not knowing a thing that can be known - Danny Baker0 -

The girlfriend might be entitled to claim unemployment benefit from Switzerland while she is in the UK..if she was claiming before leaving and can show her home country she is looking for work in the UK.
Also op she is not entitled to contribution based JSA and to claim JSA income based she would have to as already pointed out have the right to reside in the UK and be habitually resident.
She would be better off looking extensively for any job she can find as she is not going to get any money quickly from the UK benefit system.

People who are working, or looking for work, do have the "right to reside" although they lose this if they can't find work within six months.
It should be fairly easy for her to pass the habitual residency test if she understands the implications of the questions.
The real killer is that she is living with the OP, who does have some kind of income, so any means-tested benefit she would receive would be so low as to make it not worth the bother of applying.0
