I see no point in refusing to give them this information, even if already supplied, with one exception. I would say "the keeper is...." and not who the motorist was.
I don't argue with stroma's approach, but I look at it this way.
Where do we see these guys off? POPLA
How do you get a POPLA appeal in? You get a POPLA Code from the PPC.
Why waste any time arguing with them before then or playing chicken with the timeframe leaving all of this hanging over your head when you can expedite things and get to the nitty gritty.
Incidentally, you didn't specifically ask for a POPLA Code and the PPC can argue that they are still dealing with your appeal process by coming back and asking for more details to deal with your appeal, so I definitely would NOT leave things at this stage.
Now that's just my approach. I am not saying anyone else's is wrong, but it's your call.
I am sorry but you are wrong, they haven't done nothing yet except send an autoreply from their email address. They must reply within the stipulated time. This is what we advise everyone to do. So they have 14 days to acknowledge and 35 days to accept or rejectWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Careful G.D., this is neither a rejection nor a refusal to issue a POPLA code. It is simply an acknowledgment dressed up in an attempt to fool people into sending the driver's details. The OP need to nothing until the actual response is received.
Yes, clearly it was just an acknowledgement, it says so: 'This is an automated response notification' and 'Please be advised that we acknowledge receipt of your email, and will be responding directly to you in due course.' Standard acknowledgement, just warbles on a bit, so why the OP posted about it as if it was a response asking for information I have no idea! Wild goose chase.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I agree that it is an acknowledgement but craftily putting the onus back on the motorist to act. It says
However, prior to doing so we require the following information in advance to enable us to process your appeal/challenge. If you have not already done so, please forward the following information as a matter of urgency, as we are unable to process your appeal/challenge without it:
Now, it's obviously a stalling tactic, but there is a danger that some adjudicator could take the view that the motorist was being non-co-operative if they didn't supply at least some of the information.
I can see no downside in sending a letter such as I suggested and some real upside - shows motorist was "being helpful" . But there are no absolute rights and wrongs,0 -
Hi Guys
I too have received a £60 PARKING CHARGE NOTICE today from Vehicle Control Services Ltd , PO Box 4777 , Sheffield S99DJ.
I waited for only 45 seconds in the same bus stop at Humberside Airport to collect my Dutch colleague. I never turned the engine off or left the vehicle. They sent me 3 pictures of my car.
The Parking charge notice says '' for allegedly breaching the car park terms and conditions of access to the Privately Operated Roads at Humberside International Airport"
I will send a similar appeal response to that of nuggs77. Should I request a POPLA code ?

Dear Sir
On July 2nd 2013 . The car XXXXXXX ( of which I am the registered keeper )stopped for only 45 seconds to allow a passenger to board at Humberside Airport.
The car was not parked , the engine was always still running.
Today we received a notice for alleged breach of car park termsfrom yourselves ( which frankly we consider to be ridiculous and unfair )
This appeal is for the following reasons. No Parking was made. The car was inposition for less than 1 minute whilst 1 person got into the vehicle. NoContract was knowingly entered and no losses have been demonstrated. Signs orwarnings were not adequate.
Please send me a POPLA code so that I can take this further.
Regards
XXXXXX

No further correspondence will be entered into, so cancel the charge or send me a POPLA code. Your failure to do so within 35 days will indicate your acceptance of this challenge.
And use "the keeper" rather than "we".
Then come back when you've got the POPLA Code.Je suis Charlie.0 -

When you do post about this again, you need to start your own thread please. This is nuggs77's thread and although similar, the dates and details are always different. So on a parking forum we have to insist on 'one case, one thead' so we don't get in a muddle!
See my signature below for where to click (one click) to see the current forum index of threads, and the blue 'new thread' button.
And for both posters' information, as we have said, there is no 'registered keeper liability' on Airport land covered by byelaws:
http://assets.dft.gov.uk/publication...ng-charges.pdf
''4.1 The provisions in Schedule 4 are intended to apply only on private land in England and Wales. Public highways are excluded as well as any parking places on public land which are either provided or controlled by a local authority (or other government body). Any land which already has statutory controls in relation to the parking of vehicles (such as byelaws applying to airports, ports and some railway station car parks) is also excluded.''
So they need to pursue the driver. So...you do not tell them in any appeal who that was, not even by implication (so no rushed appeal letters!).
