    Indeed this isn't parking. Does the letter you received try & make out that the keeper of the vehicle is liable under the Protection Of Freedoms Acts 2012? If it does it's a lie as the very first paragraph of the relevant section of POFA 2012 states:-
    Introductory
    1 (1) This Schedule applies where:
    (a) the driver of a vehicle is required by virtue of
    a relevant obligation to pay parking charges in
    respect of the parking of the vehicle on relevant
    land; and
    (b) those charges have not been paid in full.

    sent a letter got a reply asking the basic things that were in the letter
    ref number,car reg, date, drivers name. it the basic responce every one has.

    Not sure what you mean, they should have replied to your challenge points and sent you a POPLA code. You MUST NOT say who was driving and you DO NOT have to say.

    I assume you didn't put the ref number or car reg on your appeal, if not why on earth not, how were they supposed to tally it to a 'ticket'? If you did give enough detail just reply and say you have given all the details (quote the ref and car reg again) and say the charge is clearly punitive and your challenge is your final position at this stage before it goes to POPLA. So they either need to cancel the ticket or send a POPLA code, which the registered keeper is allowed to use without the driver ever being mentioned.

    Let's start with what you actually wrote to them and then we can see what we can do sort it out.

    Dear Sir/Madam

    On 06/06/2013 we briefly stopped our car Reg No at the bus stop at humberside airport, the car subsequently left within a couple of minutes of stopping.

    On the 18/06/2013 we recieved a notice for alleged contrivention "No Stopping/Waiting in Restricted Areas or Roadways".

    I would like to appeal on the following grounds.

    1. No Contract was knowingly entered and no losses have been demonstrated.

    2. punitive/unfair/unreasonable charges.

    3. Inadaquate Signage.

    All information will be disclosed at the next appeal stage.

    ive removed the car reg and invioce number

    it was an email i recieved back of them asking for all the reg inv no who was driving all the basic info which is already on the letter/email sent.

    If you are unable to locate the PARKING NOTICE SERIAL NUMBERwe will require the full vehicle registration number of the vehicle to which the NOTICE was served.

    Please be advised that Vehicle Control Services Ltd cannot accept any responsibility for any increase in the NOTICE CHARGE should YOUfail to provide us with the requested information within 7 (SEVEN) days from the date of this email.

    Upon receipt of the required information we will place the NOTICEon hold while the circumstances surrounding the issue of the NOTICE are investigated and the Management team review the contents of your email. Once a decision has been reached, a letter will be issued to the motorist at the identified postal address conveying the outcome of the appeal/challenge. We will advise you in writing of any further course of action you should take, as deemed necessary to support your appeal/challenge.
    Be advised – WE ARE UNABLE TO PROCESS YOUR APPEAL/CHALLENGE WITHOUT THE PROVISION OF THE ABOVE REQUESTED INFORMATION – A PARKING NOTICE SERIAL NUMBER AND THE FULL NAME AND ADDRESS OF THE MOTORIST.

    You've challenged them so you wait for the response from them. They have 14 days to acknowledge the challenge, and 35 days to accept or reject it.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    I see no point in refusing to give them this information, even if already supplied, with one exception. I would say "the keeper is...." and not who the motorist was.

    I don't argue with stroma's approach, but I look at it this way.

    Where do we see these guys off? POPLA

    How do you get a POPLA appeal in? You get a POPLA Code from the PPC.

    Why waste any time arguing with them before then or playing chicken with the timeframe leaving all of this hanging over your head when you can expedite things and get to the nitty gritty.

    Incidentally, you didn't specifically ask for a POPLA Code and the PPC can argue that they are still dealing with your appeal process by coming back and asking for more details to deal with your appeal, so I definitely would NOT leave things at this stage.

    Now that's just my approach. I am not saying anyone else's is wrong, but it's your call.

    Careful G.D., this is neither a rejection nor a refusal to issue a POPLA code. It is simply an acknowledgment dressed up in an attempt to fool people into sending the driver's details. The OP need to nothing until the actual response is received.
