Broken boiler Help!

Hi,
Three weeks ago my boiler in my flat I share with my friends started to break. It would work for a bit then a light would show up that it was not working. A week later it completely packed up so my friend contacted the landlord and reported it. He said he would send someone out to fix it. A week later we hadn't heard back so my friend got in contact with him again and he told us that the boiler guy had cancelled on him twice that's why there is a delay but he would be coming around on the Wednesday which was 4 days away. We thought its a wait but at least it will be fixed then.
The day came and he finally turned up and the boiler man looked at the boiler and told us the thermostat was no use so he would have to order the parts and that it wont come until the Monday of this week so he will come early on Monday to fix it so once again we have to wait.
Monday comes and he arrives later than he said. He worked on the boiler for around 40 minuets and then told me that the boiler was worse than originally thought and that he would have to go out and get another part for it. He told me that he would go and get it on that day or if he couldn't he would come the next day (which is today) But its the day after now and he never turned up so we don't know when its going to be fixed.
I wondered if anyone could give me any advice. I want to hold off on some rent as I don't think its fair if we pay the full amount when we have had no water for two weeks but am I allowed to do that. Is it the landlords fault for not sorting it?
