My OH lives with a friend in a flat since October last year. The friend is moving out on 31st July and I am moving in.

We're having some issues with regards to the electricity and gas bill debts. Not sure who will owe what come the 31st July.

They just got a bill from npower for everything up until 17th July.

Can anyone work out what the friend needs to settle up on before I move in.

Bill here:

It's not everything up to the 17th of July that's just the date of the next direct debit payment. It will be everything up to the bill date. Make sure the bill is based on an actual meter reading, if it isn't submit a reading and get them to rebill. Make a note of the reading and the date. So far the friend owes half of the debt. If the above bill is accurate that is £233.49.

Then on top of that they owe half of everything used between the bill date and July 31st. To work this out exactly you will need to take a meter reading on that day. I'm sure some kind soul on here will calculate the amount for you if you provide the name of the tariff, the date of the last bill, the meter reading on the last bill and the meter reading on the 31st of July. If the outgoing tenant makes a contribution to the July direct debit then that will need to be deducted from the amount they owe.

If you're all willing to do a rough and ready calculation then based on a monthly payment of £70 a half-share for 6 weeks in summer will be about £25. So the outgoing tenant needs to pay £258 in total. If they were to pay half of the £148 due on the 17th of July then their move out settlement figure is £258 - £74 = £184. Personally I would calculate the exact amount though. :)

Is the bill produced using actual (not estimated) mater readings? If so, what date were the meter readings taken?

The bill indicates there is currently an outstanding balance of £466.97, so presumably you should receive half of that (assuming it is based on actual meter readings) plus half of whatever is consumed between when the meter was read and 31st July

The friend is the bill recipient and my OH pays her a monthly amount, clearly not enough going on this bill.

They took a reading a week or so ago for the gas and electricity so that should be actual figures.

They are women so they had the heating on practically 24/7

In which case, the friend should provide a closing meter read at the end of the tenancy, and you and your OH should start a new account when your TA starts.

Your OH will presumably owe half of the final bill to the friend.

    Simples!

Ideally that would be the simplest way but both of them are struggling for money so paying off the whole bill in my eyes would be the best but I doubt they will go for that. So I guess the calculator will have to come out and work out what the friend will owe on the 31st July.

If the two of the can not clear the whole £467 (hmm, summer time, say £467 + 50 - 148) £369 by end July.

You will have to take readings on the 31 July. You will then know what the final balance will be. Half of that is owed by the leaving flat mate.

It will take a while before the supplier allows you to adjust the direct debit - you can split that four ways and that will pay off the debt over five months. (Two times £37 for you, one times £37 for the leaving flatmate, and one of £37 for the new). Obviously this depends on you trusting you will be on good terms with the leaving flatmate. If in doubt then you will have to ask for stricter repayments.

After that six months (the two of you will be paying £74 towards ongoing usage) you can then do more sums to see what the new payment for the two of you should be to see what the £148 should then be reduced to.

Edit: by 'you' I mean 'her'! and by other 'you's I mean 'them'

I can't see any option. I can't see the friend wishing to remain responsible for the gas & electricity you and your OH use, especially when the friend is no longer living there.

Do npower allow people to name change on the bill?

If they did, then the friend would pay off her half of the final 31/7 reading bill on 31 July, my OH would pay double what I would pay after 31/7 then to try and clear the other half of the final 31/7 reading bill?

    Would that work?
