                    hi, i received an invoice yesterday from highview parking for staying 6 minutes over  while shopping at tesco on their free carpark,  they are asking for £40 if i pay straight away. i have been and seen the manager at tesco but  he did not really want to know. do i pay or ignore this.?

            Did you get the notice to keeper within 14 days of the parking incident ? Is this England or Wales ? Have you spoken to them at all ?             the invoice came yesterday,the parking incident was 4/6/13. no ticket was issued on the day as a camera takes photos of entry and exit,the date it was sent was 12/6/13. i am the registered keeper and live in england, thanks0

            Well highview are pretty tame when it comes to these fake tickets, they just send out the usual chain of letters.
I would recommend challenging this as they haven't given you a reasonable grace period to leave. If they reject it you can go to popla the independent appeals with our help to get this canceled. Just send this soft appeal below to get the popla code

In regards to the invoice received with ref number xxxxxx dated xxxxxx, the keeper denies all liability to your company, if you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 2 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code. If you wish to find out why the keeper rejects all liability, pay the £27 plus vat to popla to find out
The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the timeframe stipulated above.

            I would normally agree with Stroma, but in this case I would tell them that I am appealing under the BPA COP, paragraph 13.4 here.

13.4 You should allow the driver a reasonable period to leave
the private car park after the parking contract has ended,
before you take enforcement action.
Inform them that, when taking into account the time from you entering the car park and leaving, you were well within the Grace period as per the BPA guidelines and if they feel like wasting £32, send the POPLA code and we will let Shona decide.
That may cause them to back down without having to go to POPLA.
Should they then come back with a POPLA code and reject your appeal, we will help you compose a really detailed POPLA defence.0 -

I do tend to agree with Guys Dad that where there's an obvious breach it should be stated. I think it makes it more likely that the fake PCN may be cancelled before POPLA - which is easier for a worried poster.
@oldcobbler, when it comes to the POPLA appeal, when you get a code from these scumbags, come back for advice and do not just send a basic appeal to POPLA (which will most likely lose). We do know how to word winning POPLA appeals.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As c-m says, when you have a pretty clear breach, then for those who really just want it to go away, this gives the PPC the chance to see you are clued up and if they weigh up their chances, they may make a decent business decision.
It also gives a good platform, should it ever reach court, to ask for higher costs as you gave them a real BPA-based reason for appeal and they chose to waste everyone's time in pursuing a lost cause.
In all other cases, as you will have seen, I tend to refer posters to your normal appeal.:beer:0 -

Use whichever you feel comfortable with, as long as you DO NOT say who was driving so no adding any sentences about what happened nor ''I didn't see the signs''.

            I would put my house on them not accepting the challenge , no matter what's written in it, I'd be stunned if they get past the first paragraph before hitting te reject button.
