You'll need to sign up to a SIP provider - the free services are pretty limited. I use Soho66 and it presents a local geo number when I dial out, AND records both sides of the call.0

You probably want a SIP provider in the country your relatives are in to make that bit a local call.
Alternatively (and very easy) will "Skype In" do what you want.
I think you can get Skype In numbers in various countries.0 -
Skype is not SIP. If you want free sip accounts try getonsip.com or sip2sip.info. Both of them supports video, voice and IM using SIP/XMPP.0

geek1981, what you say is very true, however I think what was wanted rather than strictly SIP, is a way of making cheap calls where the person on the other end (in an unspecified country) does not have Internet access but the person in the UK does.
Correct me if I'm wrong but I can't see how a call to a SIP provider in the UK from overseas would be cheaper than a call to a UK landline.0 -

If the call is between accounts with the same provider, or ones which have peering agreements, the call will be free.
That may not apply to the OP though, as it sounds like there is only internet access at one end, though there are ways around that, like having a phone number forwarded to the address, as you hint, or other possibilities0 -
i have family in the caribbean, they dont have internet, couldn't afford it out there everything is expensive and unreliable.
I just wanted to find a way for them to get in contact with me that is cheaper than calling my mobile phone. My Signature is MY OWN!!0 -
I've just had a quick Google and while you didn't say where in the Caribbean I tried Jamaica.

This isn't a firm I know anything about.
The whole SIP thing can be a bit complex but they seem to support Gizmo which can run on a PC.
Depending on what phone you have there probably is a SIP client for it.
There also seems to be a (chargable) call forwarding service which might be a good place to start.0
