Can I have my partner as a co-signature to withdraw funds from my ISA in the event of death, or if I want them to be able withdraw money? I have this facility for my other savings accounts, but ISA rules may differ and I can't seem to find any information about it.

No you can't. The I in ISA stands for Individual so it can only be for one person and operated by one person.0

While you are alive, presumably an Enduring Power of Attorney would enable somebody else to operate your account or do pretty much anything else on your behalf.
