As entertaining as it is and as enlightening of Highview's thinking I can't help thinking that PP's approach might just give some power to the BPA's elbow in terms of limiting points of appeal to POPLA to those previously used with the PPC. Still a good laugh though.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I would hope not. I always initially appeal to POPLA on the grounds that I use in my appeal, which are usually 'I was not parked at these times'.
In the case of Highview sending in a map of the wrong car park, I initially appealed on the usual grounds but was laughing so much when I received their evidence pack that I was forced to send an email to POPLA retracting my initial appeal, and replacing it with a new one. Highview had over a month to send in an updated map, but it seems they could not be bothered. I have similar case which should be adjudicated any day now, but it looks like they will not be 'spurred into immediate action' by their recent POPLA loss and send an updated map in for that one either.
In the case of Highview going over the 14 and 35 day limits, I wrote to them explaining they had gone over the time limit and saying I would ask POPLA to decide on this issue if they did not cancel and they still sent me a POPLA code.
I have nothing but admiration for Highview's utter belief that POPLA's rules do not apply to them; in the way that you can admire someone who believes that the world is flat and remains true to their conviction despite all evidence to the contrary.

Because PATAS is established under statute and POPLA is the BPA's toy maybe? Since when has the BPA avoided changing the rules when it suits?And if it doesn't happen at PATAS why should it happen with popla?

It would be entirely contrary to natural justice if it was not possible to submit new defence points when POPLA was considering the case. If your original appeal mithered on about the ticket blowing away & the kids screaming but then after some research you discovered that there are so many other points on which an appeal should be made e.g. breach of CoP, NTK outside POFA timescales etc it would be quite outrageous if POPLA were prevented from considering those points.
POPLA may be the BPA's b!tch but they like to give the appearance of independence.0 -

I have received a parking ticket today from UK CPS Ltd. I had paid the required amount to park but unfortunately my ticket fell off the dashboard so was not on display. Do I pay the fineof £60? Or ignore it?
