    It doesn't appear to be a common situation. A few people on here have suggested you are in the right, however presumably it will come tdown o a judge to decide in the end.
    Your best bet is toget some legal advice - try your localCAB, they may have a drop in by law students or there may be a community legal aid centre or the CAB might know a solicitor that can help you.
    But for now sit tight and wait and see what the HA says.

    Basically whatever you do, do not agree to it tonight. Say that the rent being wrong isn't your fault, and if they inisst on trying to increase it, you will need to seek legal advice.
