Yes you can. The 15th of the month is 14 days after the 1st of the month. Days are counted as elapsed time i.e per 24 hours. POFA refers to a "period of 14 days" i.e. 14 elapsed days i.e. 14 x 24 hours. Counting your way gives a period of 13 days.

Taking another example on how days are counted from POFA when a Notice To Keeper is posted it is deemed given two working days after the date on which it was sent. So if it is posted on a Monday it is deemed to have been received on the Wednesday i.e. 2 working days or a two day period. Using your maths & including the first day in the count would mean that it was deemed received on the Tuesday.0 -
Back to the original POFA wording and lets separate the last date the motorist can get the NTK from the last date posted.
POFA says
The notice must be given by—
(a)handing it to the keeper, or leaving it at a current address for service for the keeper, within the relevant period; or
(b)sending it by post to a current address for service for the keeper so that it is delivered to that address within the relevant period.
(5)The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
Now, the day after the parking ended was, say, 11th. And that begins at just after midnight on the 10th.
They then have 14 days from the 11th right up to midnight of the 14th day.
So we have 11,12,13,14,15,16,17 & 18,19,20,21,22,23,24 (midnight)
Unless hand delivery, the NTK would need to be delivered by post on the 24th or, if a Sat/Sun, one or 2 days before.
When it is posted is not of concern, as long as it hits by the 24th.0 -
No, your maths is wrong that's one day too few. What you describe is a 13 day period not 14 days. 14 days is 14 x 24 hours e.g. from 09:00 on 1st to 09:00 on 15th. A fortnight is literally fourteen nights or in French quinze jours (15 days).

Where on earth did you get 9:00 from? Nothing in POFA about days starting at 9:00!

Day 1: 11th
Day 2: 12th
Day 3: 13th
Day 4: 14th
Day 5: 15th
Day 6: 16th
Day 7: 17th
Day 8: 18th
Day 9: 19th
Day 10: 20th
Day 11: 21st
Day 12: 22nd
Day 13: 23rd
Day 14: 24th.

I think that we will have to agree to differ. This debating about how many angels can dance on the head of a pin isn't very helpful to the OP as they will have a tremendous difficulty arguing the odds with a PPC over a day or 2 whichever interpretation is correct. It could matter in court but hopefully won't get that far.0

OK, I have had a re-think & will in future use your interpretation of the timescale not because I think necessarily that your interpretation is correct as I think mine is equally valid but because it is a day more restrictive than mine & anything that can be used to hold the PPC's feet to the fire over non-complaince is a bonus as far as I am concerned.0
