If you can find someone to exchange with you can put forward a mutual exchange. If you use Facebook a quick search on Solihull Exchange shows there are a couple of closed groups you could join I assume to post "I have....I want" and likewise to view if anyone has a one bed that wants a 2 bed in your area...
The difficulty you may have if there are more people looking to downsize than up.

    Good advice Caz, thank you

    You are....

Has it always been that way, or is that a recent change! Is it actually written somewhere in my terms and conditions with Solihull Housing, or is it purely an assumption?

It's always been that way. I did an exchange nearly three years ago with someone. I found her on http://www.homeswapper.co.uk/ .

Thank you for the link t0rt0ise, I hope I can put it to good use! The mutual exchange form Solihull Housing promised to send me last Monday (10th) has failed to arrive...And for some reason, I'm not surprised :o
