    This is a free car park with no time restrictions.

    I appealled to a PCN than got rejected ... i emaild them immediatly with more photo evidence that showed there were no yellow lines where i parked and no signes near me only one about 30 ft away that was actually tied to a tree facing the wrong way. I had no response, then the letter form the collections arrived so i phoned them and they basically said i lost my appeal so pay up or get a solicitor. i immediatly emailed all itinary inc photos to POPLA and they responded next day that i couldnt appeal as i was a few weeks late so said to pay the fine immediatly. i pointed out that i got booked at a hospital and was in and out over the previous 6 weeks on a weekly basis so had other things occupying my mind that was why i was late responding to them althought i responed back to the PCN company.
    What happens now do i pay its gone from £30 early payment to £114. My argument was i was never in the wong in the first place. I am more than willing to argue me case in court as i have all evidence that i didnt park illegally.

    I am Seriously stressed over this. Please help me?

    Correct me if wrong but OP appealed immediately and got no reply or popla code. it went eventually to collections so they were not late in appealing but ppc were in error not giving code. Therefore ppc invoice has timed out.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.
  • In your case the operator rejected your representations in April 2013 but your appeal was not received at this office until June 2013.
    Need a timeline on this:
    - When was the parking event
    - When did you receive the Notice from the PPC
    - When did you appeal to the PPC
    - When did they reject it
    - Was a POPLA reference supplied with the rejection. If not, when did you get it
    - When did you send in the POPLA appeal

    Hi All it was BPA who booked me in the Royal Glamorgan Hops, Llantrisant, iv posted POPLAS reply below.

    Thank you for your e-mail below.
    Your appeal was received more than 28 days after the rejection of your representations by the operator. Our website makes clear that if you want to appeal against the operator's decision to POPLA, you have 28 days to do this.
    In your case the operator rejected your representations in April 2013 but your appeal was not received at this office until June 2013.
    The Adjudicator has therefore directed that your appeal cannot be registered.
    In order to avoid any further action by the operator, payment of any amounts owed should now be made without delay. Details of how to pay will appear on previous correspondence from the operator.

    Thanks all for your replys

    POPLA are allowed to accept late appeals if there are mitigating circumstances. Therefore, you should re-apply immediately, this time telling them of your mitigating circumstances.

    If they still do not accept, raise a complaint with London Councils.


    Also, based on how you reply to the other questions asked, you might not be out of time after all.

    Thanks hoohoo, i replied to POPLA by email within half hour, have heard nothing since, that was last Friday. I had no reference number from them.
    So best advice is to just ignore any letters inc solicitors letters??

    You must have had a POPLA verification code to have tried to appeal to them. When did you receive the POPLA verification code exactly and when exactly did you use it to appeal?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Bod1467 and The Slithy Tove the answer to your questions are

    10/4 ticket slapped on my windscreen

    11/4 emailed and wrote letter to PCN parking services

    25/4 appeal rejected

    22/5 emialed PCN again with more evidence
    no reply (but looking ath thier emil address they have put a . after the .net----who the heck puts a . at the end of an email address, i think its their way of catching you out again!!!

    5/6 letter from Roxburghe Collections

    6/6 phoned Roxburghe

    6/6Emailed POPLA (did have a POPLA ref on letter, not posting it here)

    7/6 rejection from POPLA by email

    7/6 Emailed them again explaining why my appeal to them was late

    Heard nothing since hope this clears thing up!
